Background Information on the CBRM AT-PLANAt the May 3, 2006 meeting of the CBRM Public Services Committee municipal staff made a presentation on the importance of active transportation and recommended the establishment of a municipal Active Transportation (AT) Committee. The Public Services Committee agreed to authorize the establishment of the AT Committee and tasked the committee with the responsibility of developing an Active Transportation Plan for the CBRM. Chaired by Councillor Ray Paruch, the CBRM AT Committee includes staff from several CBRM departments including Engineering, Transit, Police, Planning and Recreation. Staff from the provincial departments of Health Promotion and Protection, Transportation, and Public Health Services also serve on the committee, as well as representatives from the Cape Breton District Health Authority, the Cape Breton Victoria District School Board, Cape Breton University, the Sydney and Area Chamber of Commerce, Velo Cape Breton, Membertou First Nation, and ACAP Cape Breton. The purpose of an Active Transportation Plan is to facilitate walking, cycling and other means of active transportation for environmental, personal health and recreational purposes. For example, research has shown that 63% of Canadians are not active enough to achieve the health benefits associated with daily physical activity, and the CBRM has the unfortunate distinction of having some of the highest rates of chronic disease in Canada. Increasing the level of participation in active transportation is one way to improve the health of CBRM residents. Protecting the environment is another benefit of AT. Cars generate a lot of pollution, and even small increases in the number of people using AT as an alternative to cars can yield significant benefits. For example, increasing the percentage of Canadians walking or cycling to work from 8% (the current level) to10% will result in a drop of vehicle dependent passenger trips by about 100 million annually. The cost of producing the Plan was shared between the CBRM and the N.S. Dept. of Transportation and Public Works, the N.S. Dept of Health Promotion and Protection, Public Health Services (a shared service between the Cape Breton District Health Authority and the Guysborough District Health Authority), the Cape Breton District Health Authority and Velo Cape Breton.
