Boundary Review ProcessThe Council carried out a two-phased process to review and set the number of Councillors that will serve on future CBRM Councils in Phase One; and to set the district boundary lines on an electoral map in Phase Two. Phase One was completed during the first six months of 2010, and after public consultations and deliberations by full CBRM Council (acting as its Boundary Review Committee), a motion was passed setting the size of Council at 17 members (16 Councillors and the Mayor). In Phase Two, there were several options of 16-district electoral maps prepared, and after additional Council deliberations and a second round of public consultation events, i.e. open house, an internet Blog and a telephone survey, the Boundary Review Committee / Council decided that the “status quo” would be recommended as the electoral map in the formal application to be submitted to the NSAURB. Upon completion of the two phases, a formal application was prepared and forwarded to the Nova Scotia Utility and Review Board (NSAURB) for their consideration and decision. The NSAURB reviewed the CBRM application, which included a formal public hearing on May 31, 2011. The NSAURB hearing on this matter was advertised and was open to the public. Click here to view the Formal Application document that was submitted to the NSUARB. On July 18, 2011 the NSUARB issued its Decision to reduce CBRM Council to 12 Council members plus the Mayor. Click here to view the Board's Decision and Order. On August 9, 2011 the CBRM Council instructed staff to prepare two 12-district scenarios for review. On August 16, 2011 the Council passed a motion recommending Scenario 1 be submitted to the NSUARB for the September 2011 hearings. The NSUARB held the Hearing on the setting of the polling district boundaries on Monday, September 12, 2011. The Decision and Order were issued on September 30 & October 3, 2011 respectively.
