Committee of the Whole

The CBRM embarked on a Committee of the Whole system commencing September 2010, while still maintaining additional committees as required by legislation.  They include:

  • CBRM Board of Police Commissioners
  • Audit Committee
  • Heritage Advisory Committee
  • Human Rights Affirmative Action Committee
  • Active Transportation Committee
  • Nominating Committee

The posting of the minutes of meeting(s) is carried out after they have been formally approved.  Minutes usually take 30 days to get through the approval process, however draft minutes can be accessed upon specific request, noting their draft status.

Prior to implementation of the “Council in Committee” style of governance, there were several “empowered committees” with eight members of Council on a number of standing committees.  It is emphasized that there is a difference between “Council in Committee” and Committee of the Whole.

The new governance model will be formally reviewed in April 2011 and appropriate revisions will be made to the CBRM Policies relating to operation of Council and any of its Committees, especially the “Council in Committee” model.  If Council chooses that model, it is expected that they will assign some delegation of power to the CBRM Council in Committee.
