Cossitt Heights - Expressions of Interest

Development of the Cossitt Heights Property, Sydney Nova Scotia, for residential purposes.
The Cape Breton Regional Municipality is the owner of the Cossitt Heights Business Park on the edge of the Community of Sydney, the largest urban area in the Municipality. The area was partially serviced with water, sanitary sewer and roads in the late 1980s, and was intended to be developed for light industry. During the early to mid 1990s some business development took place on the site, but the pace of development was slow, hampered by the lack of access to transportation infrastructure including rail, controlled access highways and Sydney Harbour.
A recent evaluation of the future of the property has led to the conclusion that the 114 acre undeveloped portion of the Park is better suited for residential uses than for the light industrial activities. Three other industrial parks have been developed in the region and it is felt that these facilities can meet the demand for serviced industrial land far into the future.
Council’s Committee of the Whole has directed staff to commence a process to engage potential developers by calling for proposals to develop the property. The first step in that process is now being taken with this call for expressions of interest.
CBRM’s vision for this site is to see the creation of a new neighbourhood that is conducive to active, sustainable living for a mix of different age groups. It is hoped that this development will be unique, will employ new ideas in urban design, and will set an example to follow for other developments not just in the CBRM but throughout Canada.
