How is my tax rate determined?

The Planning Advisory Committee and Council have developed a tax structure. Under this system, taxes vary according to the level of municipal services available to your property and your property assessment.

Properties are charged for services based on these criteria:

  • Property within 200 feet of a sewer line is charged for sewer.
  • Property within 1200 feet of a fire hydrant, measured along the road, pay for hydrants.
  • Residential property, within 2500 feet of a bus route, measured along the road, pay the transit rate.
  • A fire protection rate applies to all properties based on the municipal cost of the Department serving your area.

When can I expect my tax bill?

All property owners and businesses received their Interim Tax Bill in April and the Final Tax Bill is issued in September.

The Interim Tax Bill is based on 50% of the previous year's taxes. Current assessment changes will not be reflected until the Final Tax bill in September.

You have until 4:30 p.m. on the due date before any interest will be charged on the tax bill. Interest will continue to be charged on tax arrears at a rate of 10% annually.

How can I apply for the low income municipal tax exemption?

The Low Income Tax Exemption is available to residential property owners living in their own homes, whose taxes are not in arrears. The exemption is granted based on income guidelines as follows:

Single - Taxable Income less than $14,500
Double - Taxable Income less than $17,500

(Proof of income is required)

Application forms will be accepted after the September bill is issued. To download a copy of the  application form  click here.

Applications can also be obtained at all Citizen Service Centres or through the mail by phoning (902) 563-5025.

The Application must be completed in full and Returned to the Citizen Service Centres (before March 31) or mailed to:

What are the categories for business occupancy? When will business occupancy assessments cease for these categories:

25% Group

This includes hotels, motels, restaurants, campgrounds, service stations and motor vehicle dealerships.

Business Occupancy assessments and taxes are scheduled to be eliminated for this group in 2006.

75% Group

This includes financial institutions such as banks, trust companies, insurance companies, credit unions, loan or investment companies.

The business occupancy assessments and taxes for these types of businesses are scheduled to be eliminated in 2013.

50% Group

Businesses which do no fall into the above categories are in the 50% group. This can include retail outlets, professional offices and services, manufacturing, home-based businesses, and spaces that are licensed under the Liquor Control Act as a cabaret, tavern, beverage room or lounge.

The business occupancy assessment for properties in this category is scheduled to be phased out over the next four years, and reduced by 10% each year until eliminated in 2010.

Currently there are six ways of paying your municipal tax or water bills.

What is a tax sale?

Tax Sales are public auctions. Bidding starts at the amount of taxes due at the date of the sale. Bidding does not start at zero. We cannot accept partial payments or a percentage of the bid. Payment must be made in full.

A bidder must be present and can use one of the following methods of payment:

  • Cash
  • Money Order
  • Certified Cheque
  • Lawyers Trust Cheque

If the property has six (6) years or less taxes owing, the property is subject to a six-month redemption. If the property has taxes owing over six (6) years, the deed is immediate.

If the successful bidder bids over the amount due, they have three (3) working days to submit the balance due.
