CBRM's New Chief Financial Officer and Regional Solicitor
Cape Breton Regional Municipality Chief Administrative Officer Demetri Kachafanas today announced the appointment of two senior administrative officials at the municipality.
Nancy Dove, CPA, will serve as the municipality’s new Chief Financial Officer (CFO). Dove brings more than two decades of financial leadership experience across municipal government, provincial government, education sector and private industry. Notably, Dove previously served as Manager of Finance for CBRM from 2007 to 2014.
She most recently served for over eight years as Director of Finance at the Cape Breton–Victoria Regional Centre for Education, where she played a key role in strengthening financial planning, reporting, and operational excellence. Her extensive career also includes senior financial roles with the Government of Nova Scotia, the Municipality of the District of Chester, Premium Seafoods Limited, and several private-sector organizations.
“Nancy brings a deep commitment to public service and a proven track record in strategic financial management,” said Kachafanas. “Her experience, leadership and dedication to accountability will greatly support CBRM’s long-term financial sustainability and modernization goals.”
Ms. Dove will officially assume her new role as CFO on December 8.
Tony Mozvik, K.C., will serve as the new Regional Solicitor/Director of Legal Services.
Mozvik brings more than 29 years of legal experience practicing in Nova Scotia, with a background in criminal, labour and business law. He was called to the bar in 1996. Appointed King’s Counsel in 2014, he is recognized for his dedication to the profession, high ethical standards, and significant contributions to the legal field.
A former partner at Breton Law Group and McInnes Cooper, Mozvik has provided strategic legal guidance to a broad range of clients, including public-sector organizations. He has extensive experience in legal complexities such as governance, labour relations, procurement, and regulatory compliance. Since 2015, he has served as a per diem Crown Prosecutor for the CBRM, giving him direct familiarity with the municipality’s structure, processes and legal history.
“Tony is a highly respected lawyer with decades of experience navigating complex legal matters,” said Kachafanas. “His knowledge of municipal issues and familiarity with the CBRM position him well for this role. We are pleased to have him join our legal services team.”
Mr. Mozvik will officially assume his new role as Regional Solicitor/Director of Legal Service on December 1.
