Human Resources

The purpose of the Human Resources Department is to facilitate the effective contribution of all staff members with a minimum of conflict between staff and management. The Department promotes fairness and consistency in the treatment of employees.

Recruitment and Selection

The Human Resources Department coordinates recruitment and selection within the municipality. The recruitment process follows the policy of the Cape Breton Regional Municipality and the requirements of the collective agreements. Please click here for current job postings.

Benefit Administration

Human Resources provides guidance to employees regarding their eligibility for benefits and the terms and conditions of the benefit program. The Department enrolls employees in the Pension Plan. Guidance and specific information on the pension program is provided through the Director of Finance.

Labour Relations

The Department provides guidance to the Chief Administrative Officer, Administrators, Directors and other management staff regarding interpretation of collective agreements, disciplinary and employee relations problems. The Department coordinates activities for negotiations of contracts and is an integral part of the negotiation team.

Salary Administration

The Human Resources Department is responsible for the administration and coordination of wage and salary policy and procedures. The Department ensures that wage and salary policies are applied in a consistent and equitable manner.

Training and Development

Based on the needs of the Municipality, the Human Resources Department coordinates programs to provide for the effective training and development of employees and ensures that training and development is in accordance with CBRM Policy.

Occupational Health and Safety

Workers' Compensation

Workers' Compensation claims are coordinated by the department and in consultation with Department Directors/Managers, ease back to work programs are implemented.

Payroll Services

Full payroll services are provided by the payroll section of the department for all CBRM employees, council, early retirees and retired predecessor municipality employees on special pension.

Compliance with current Human Resource Acts and Regulations

The Cape Breton Regional Municipality complies with all provincial, and federal acts and regulations governing employee rights and benefits. The acts and regulations include but are not limited to the following:

  • Labour Standards Code
  • Trade Union Act
  • Human Rights Act
  • Workers' Compensation Act
  • Occupational Health and Safety Act
  • Employment Insurance Legislation
  • Minimum Wage Order
  • Canada Pension Act
  • Income Tax Act
  • Other Provincial and Federal Legislation

Human Resources Staff must ensure that all negotiations are in compliance with current provincial and federal law. The Human Rights Act supersedes the collective agreements.

Payroll staff must ensure that payroll services are in compliance with federal and provincial legislation.
